CHRISTINE MCMAHON, FEDCAP PRESIDENT & CEO

Christine McMahon is a visionary leader with a deep commitment to the mission of economic opportunity for those who face barriers to prosperity. Ms. McMahon also has a demonstrated ability to guide large, complex organizations through rapidly changing business environments. She is an effective strategist, has deep experience with finance and operations and is driven to form successful, innovative alliances across a broad spectrum of organizations and stakeholders.

Ms. McMahon joined Fedcap in 2009 as President and CEO and has led the organization’s extraordinary growth from a single-service New York City-based nonprofit to an organization with a vast program array and an international footprint. Ms. McMahon is nationally recognized for building influential relationships with state and local policymakers and government leaders and for her expertise across a wide range of human services and healthcare programming.

Ms. McMahon previously served as Senior Vice President and COO of Easterseals New Hampshire, driving over 300% growth in programs and services during her tenure.

She received her Master of Health Administration from the University of New Hampshire and her BA in Psychology from New England College. Ms. McMahon has published numerous white papers including The New Risk Paradigm for Nonprofits and authors a weekly blog with over 10,000 followers.

Ms. McMahon’s numerous honors include her selection to serve on the National Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities, being named by the New Hampshire Business Review as the Outstanding Woman in Business, and receipt of the National Easterseals – Lou Lowenkron Award for Program Innovation.

Steve Coons is a nationally recognized leader in the field of Total Facilities Management and a highly regarded member of the AbilityOne network—employing people with barriers in government contracts. 

As President of Fedcap Rehabilitation Services, Inc.—one of the largest companies of The Fedcap Group— Steve ensures that the 1200+ employees operating in 60+ plus locations throughout New York and New Jersey, Delaware and in Washington, D.C. provide top quality work, meeting all contract deliverables and consistently demonstrating the highest degree of professionalism.  

Steve joined Fedcap in 1988 following a distinguished career with the U.S. Navy as an expert in aviation maintenance and an in-flight safety engineer, and was honorably retired in 2003 after 25 years of service to the nation.

Mr. Collins is the president of several non-profits within the Fedcap Group. He leads the group’s efforts on Workforce Development through a variety of employment service contracts with governments across the Northeast and Mid-Atlantic states. He is also the president of Fedcap’s operations in the United Kingdom and Canada.

Prior to joining Fedcap in February of 2013, Mr. Collins was Senior Vice President and Chief Strategist for a large for-profit human service agency while also leading their international operations in Germany, England, and the Netherlands.

He joined that firm following his departure from the United States Department of Health and Human Services (HHS) in 2007, where he led the nation’s principal social assistance program for lone parents ($16.5 billion) during the Bush Administration. Mr. Collins was a two-time recipient of the HHS Secretary’s Distinguished Award for Service his team’s work on transforming employment services. During his tenure, his office led the reauthorization of the state-implemented assistance program that helped more individuals into work.

Mr. Collins’ work in reducing poverty and transforming state and local governments extends to all 50 states, as his human service career began as a work readiness instructor and trainer to state, local governments, and community-based organizations across the United States. He has been a key contributor to landmark reform efforts in New York City, Minnesota, and Wisconsin.

Since leaving the administration, Mr. Collins has testified before the United States Congress on three occasions, twice before the United States House Ways and Means Subcommittee on Human Resources, and once before the United States House of Representatives Committee on Agriculture. Mr. Collins is still active in advising current administration and state officials on ways to evolve current programs and approaches.

Mr. Collins earned his Bachelor of Arts Degree in Psychology from Bethany College in Kansas and has entirely too many hotel points for one human being.

CAROL KHOURY, FEDCAP CHIEF FINANCIAL OFFICER

Ms. Khoury is the senior financial executive; she is a critical, strategic leader who effectuates change throughout the entire organization. She is responsible for guiding senior management and for holding key external stakeholders accountable for the execution of business commitments to the organization. She also oversees accounting, internal controls, treasury, budgeting, as well as financial planning and analysis.  Ms. Khoury is responsible for analyzing data from both internal and external sources, and for deriving insights upon which to make decisions that drive greater corporate profitability. To that end, she also monitors financial health so as to optimize the financial performance of each Fedcap company, including its  liquidity, and return on investment to senior leaders and key stakeholders.  

Ms. Khoury  joined The Fedcap Group as Controller in January 2014. In this role she was responsible for all facets of financial operations and for partnering with executives of subsidiary companies to drive revenue growth and efficient use of resources. Ms. Khoury also oversaw the payroll department for a staff of 4,000, the budgeting process, directed the audit, and federal, state and city filings process for the organization and our many subsidiaries located throughout the US and the UK.

Ms. Khoury has spent 25+ years serving in various financial roles in the nonprofit sector.  She served as CFO of United Spinal Association Inc., as Deputy Treasurer for Nassau County, New York where she was a member of the Nassau County Deferred Compensation Board of Directors, and Treasurer of the Nassau County Sewer and Storm Water Finance Authority. She also served as Controller of Resources for Children with Special Needs (now IncludeNYC).
