Strengthening and Enhancing the Capacity of those that Serve New York State Veterans
Operation Veteran Empowerment (OVE) strengthens New York organizations that serve veterans and their families by expanding their capacity to respond to financial instability, benefits access, and urgent needs.
OVE is not a referral program. Participating organizations remain the primary, front-facing providers for the veterans they serve, while leveraging OVE resources to enhance service delivery. Through OVE, approved organizations can integrate benefits screening, financial counseling, and—when applicable—emergency financial assistance for women veterans directly into their existing programs.
By reinforcing trusted community providers, OVE helps ensure veterans receive timely, coordinated, and effective support without disrupting established relationships.
OVE is designed for New York–based organizations that directly serve veterans and military families, including community-based nonprofits, service providers, faith-based organizations, housing and workforce agencies, and other frontline entities. Applicants should have regular, direct contact with veterans and the ability to integrate financial stabilization and benefits-related supports into their existing services. Organizations apply on behalf of the veterans they serve, not as a referral partner, and must be committed to remaining the primary point of contact for those clients.
